Although the Skype division’s headquarters are in Luxembourg, the majority of the development team and 44% of all employees are still based in Tallinn and Tartu, Estonia.
Some network administrators have banned Skype from corporate, government, household, and educational networks, alleging incorrect resource consumption, excessive bandwidth usage, and security concerns as justifications.
